What changed and why
In the days after last week's breach, Binance approached smaller trading firms with a richer deal on its spot and futures venues, according to people with knowledge of the outreach. For a one-week window, market makers in Tiers 2 and 3 will be paid at the Tier 4 level - the exchange's highest rank - to encourage more quoting and deeper order books.
Binance groups market makers largely by the liquidity they supply, and higher tiers generally bring bigger rebates that lower trading costs. A spokesperson said the company's post-incident updates helped steady confidence, adding, "just as we prioritize clear communication, we take immediate measures to maintain our core strength: our liquidity."
How this affects liquidity
Rebates are a standard tool to attract liquidity providers. Instead of charging a fee, an exchange pays a small amount when a liquidity-adding order executes, which helps keep buyers and sellers on the screen and spreads tighter.
Market makers keep two-sided prices live so others can trade without big price swings. Still, in the day following the hack, bitcoin depth on Binance shrank roughly 30%, sliding from $45 million to $32 million in liquidity available inside a 1% band around the price, Talos reported. Less depth means less size can trade before prices move.

The breach, the response, and what to watch for portfolios
Binance first detected the exploit on Thursday evening, froze customer withdrawals, and then resumed them on Sunday. Since then, users have pulled billions, with net outflows reaching $4.7 billion by Monday. While sizable, those withdrawals are a small share of Binance's total assets. The company has committed to make users whole for the hack-related losses.
According to the Federal Bureau of Investigation, North Korean hackers were behind what stands as the largest security breach in crypto's history. For investors, the metric to watch is whether the richer rebates restore order book depth and keep spreads tight, since liquidity is the key to execution quality and slippage when volatility picks up.
