OpenAI inks Abu Dhabi deals as it seeks $20 billion in a round co-led by UAE investors

Deals and a high-profile meeting

OpenAI lined up partners across oil, finance and the public sector while courting new capital in the region.

ADNOC and G42 signed an agreement to bring OpenAI's frontier technology into their operations. In a separate arrangement, sovereign investor Mubadala, Inception42 and OpenAI agreed to use advanced AI for investment analysis.

Government adoption plans

Abu Dhabi's government announced a joint initiative with OpenAI to convert policies and regulations into a machine-readable format. Additionally, Inception42 and OpenAI inked a five-year deal to roll out advanced AI across government, enterprise and education.

"Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone," Altman said. "We are proud to support the UAE's ambition, anchored in a shared commitment to safety, accessibility and responsible innovation."

The funding backdrop

Both OpenAI and Anthropic have increasingly tapped Middle East capital to finance growth. Backers include MGX, an investment firm based in Abu Dhabi, which played a leading role in the February $30 billion raise by Anthropic and in OpenAI's $122 billion March round.
