The deal on offer
Romania is back in foreign debt markets for the first time since securing a new cabinet, pitching euro notes maturing in 2030 and 2034 alongside a 12-year green bond. A person familiar with the sale, who asked not to be named, said pricing could come Monday. Indicative spreads narrowed to around 195 basis points above mid-swaps for the shortest bond, 290 basis points for the 8-year piece, and about 340 basis points for the green offering, with demand topping €7 billion.
Politics and pricing context
The country postponed a foreign issue during the political standoff that followed May's coalition collapse, then saw mainstream parties back a new administration last month. As tensions ebbed, secondary-market eurobonds advanced, and the 10-year yield hovered roughly 30 basis points under this year's early-October high above 6.8%. One of eastern Europe's most frequent hard-currency borrowers, Romania is also signaling it will outline additional fiscal plans after better-than-expected budget trends so far this year.

Budget backdrop and policy signals
On Friday, the new cabinet cleared its first budget review to free up more money for healthcare and left the 2026 budget gap goal unchanged at 6.2% of GDP. Finance Minister Alexandru Nazare - who served in the same post in the previous cabinet - vowed to maintain fiscal discipline to avert a slide to junk. Central bank board member Cristian Popa urged the cabinet to avoid approving unsustainable spending increases and said a further cut in the deficit "is paramount" to sidestep funding strains. The bond sale is a "courageous move" that will test whether markets believe the government's fiscal promises, said Simon Quijano-Evans, the strategy chief at Macro Hive Ltd.
