Ueno Bank Put Under Intervention in Paraguay as Central Bank Head Offers Resignation

Published Nov 3, 2026
Share:
Summary:
  • Regulators stepped in after Ueno's solvency ratio fell below the 50% minimum following balance statement adjustments.
  • Central bank governor Carlos Carvallo said he would resign, while staying on to carry the intervention through.
  • Paraguay's 2055 dollar bonds slipped nearly 1 cent on the dollar; Ueno's 2031 notes traded above a 10% yield earlier this month.

What happened at Ueno Bank

Paraguayan authorities moved to intervene at Ueno Bank SA after concluding the lender lacked enough capital. The central bank said it acted quickly to shield deposits and limit broader fallout, noting Ueno's solvency ratio dropped under the 50% required threshold once its financials were adjusted.

The monetary authority will insure each depositor for as much as 228 million Guarani. By Tuesday morning, videos showed police outside branches and lines of customers seeking withdrawals or answers. Account holder Ivan Rojas, 32, who works as a consultant and a lawyer, said, "We found out about this news this morning." "We never thought it would get to this point." Ueno did not provide a comment right away when contacted.

Ueno, controlled by Grupo Vázquez, has seen a jump in government funds since President Santiago Peña took office in 2023, reaching roughly 5 trillion guaraníes (869 million dollars), or 29% of deposits as of end June. The bank was Paraguay's largest credit card issuer with nearly 1.1 million cards through September, per central bank data, and reported that by the end of last year it had 2.6 million clients, roughly one in three Paraguayans.

Markets and the bond picture

Paraguay's sovereign debt eased, with the 2055 dollar bonds falling by almost 1 cent on the dollar and ranking among Tuesday morning's weaker emerging-market movers, based on indicative Bloomberg pricing. Ueno's 2031 dollar notes climbed above a 10% yield earlier this month, a sign of growing credit worries. Those securities were sold in March in the bank's first global bond offering to fund growth opportunities, a deal that was Paraguay's largest corporate issuance. In recent months, the notes have fallen steeply following coverage focused on the lender's balance sheet.

In October, Fitch Ratings changed its outlook on Ueno's bonds to negative, pointing to "rapid balance-sheet growth and high intangible assets." In October, senior board members said debt issues at Frigorífico Concepción SA were weighing on Ueno's bonds. Separately, regulators are probing if the bank supplied indirect financing for a portfolio sale tied to an entity inside its holding group. "What the central bank is questioning is whether there was indirect financing," chairman Juan Manuel Gustale said. "We maintain there was none."

Politics and officials' read

The move immediately spilled into politics. Central bank chief Carlos Carvallo, who previously led an earlier version of Ueno, said he would step down but remain in his post to oversee the intervention. "My resignation is signed," he said in Asunción, "for the simple reason that the central bank of Paraguay needs calm to do its job." His past link to the bank has intensified criticism that Peña's government was too close to a rapidly expanding institution and failed to scrutinize it sooner.

Peña has repeatedly dismissed inquiries about Ueno's balance sheet, faulting media coverage that he says aimed to incite public anxiety. The intervention marks a sharp U-turn that risks denting the image of a leader frequently depicted in Latin America as being close to US President Donald Trump, and as an advocate for presenting Paraguay to foreigners as a low-tax haven. Peña has yet to comment. On Tuesday, opposition Senator Yolanda Paredes urged starting impeachment proceedings, although the president's party retains a comfortable majority in Congress to thwart any removal effort.

Officials and market participants pushed back against contagion worries. "This is an individual case that doesn't represent a generalized condition of the Paraguayan financial system," the central bank said. Alvaro Acosta, president of Investor Casa de Bolsa, called Ueno "an institution with a controversial management," noting banks had prepared and kept exposures limited. Asoban deputy chairman Jose Britez said members were not seeing deposit outflows at other banks, calling the episode "encapsulated in a single bank." Former Finance Minister Manuel Ferreira said the economic impact should stay contained if the central bank provides sufficient liquidity and keeps payment flows running, while warning the country's reputation hinges on the response.

What it means for your portfolio

The bottom line: authorities are guaranteeing small deposits and signaling this is a bank-specific problem, not a systemwide one. Still, sovereign prices softened and Ueno's funding costs jumped after its March debut deal. Keep an eye on three signposts for stabilization - the central bank's liquidity support, the probe into possible indirect financing, and the $100 million capital plan that Ueno outlined last week, split between parent U Holdings and local private investors.
