PIF raises about $3 billion in loans that will carry a Sace guarantee

Published Nov 3, 2026
Share:
Summary:
  • Saudi Arabia's Public Investment Fund secured around $3 billion in borrowings that will be guaranteed by Sace, Italy's export credit agency and insurer.
  • The financing has two parts: $1.8 billion and a €1 billion green tranche from 25 international banks, with the euro proceeds reserved for eligible green projects.
  • Export credit agencies are helping PIF diversify funding as it advances its Vision 2030 plan.

The deal in plain terms

On Tuesday, the $905 billion Public Investment Fund announced two credit lines amounting to about $3 billion, with Sace set to provide the guarantee. The package includes a $1.8 billion slice and a €1 billion green facility arranged by a group of 25 international lenders, with the euro funds earmarked for projects that meet environmental criteria.

How this fits into Saudi-Italy ties

Last year, PIF and Sace entered into an MOU to boost collaboration among Saudi and Italian firms following Prime Minister Giorgia Meloni's visit to Saudi Arabia. Meloni met Crown Prince Mohammed Bin Salman again in April, discussing domestic energy security during a trip to a region hit by war.

Sace earlier provided a guarantee on a $3 billion loan for Neom, the PIF-backed futuristic city where some components are now being reviewed as Saudi Arabia reprioritizes large projects. Earlier this year, the PIF-backed FII Institute brought its flagship investment roadshow to Rome to highlight opportunities in Saudi Arabia and across PIF's portfolio.

New financing approaches show how adapting tools can help investors find an edge. We're hosting our first ever investor livestream on 11/17 to show you how to use ChatGPT and Claude to invest like a pro, hosted by Briefs Finance CEO Jaspreet Singh. Save your seat.

The broader backdrop and investor take

The country's transformation agenda requires hundreds of billions in funding, and export credit agencies have helped PIF and its subsidiaries broaden their financing channels to execute on Vision 2030.

The investor link to Europe is already substantial. Since 2017, PIF has deployed €98 billion across the region, with holdings in the luxury-yacht maker Azimut Benetti and in Italian supercar producer Pagani. The bottom line: a Sace-backed structure, a 25-bank syndicate, and a dedicated green euro tranche together signal how PIF is stitching together diverse funding sources, a useful datapoint for anyone tracking capital access and project risk in the Gulf.

Understanding fresh market developments is easier when you use smarter research tools. On 11/17, our CEO Jaspreet Singh goes live for our first ever investor livestream on how to use ChatGPT and Claude to invest like a pro. Register to join him.
