What changed
Russia placed Apple and Microsoft on a Roskomnadzor list on Oct. 2 that groups services labeled as "organizers of information dissemination." Roskomnadzor may enroll firms when federal agencies connected to policing or state security submit a request.
Beginning in 2024, the watchdog gained authority to include companies even if they object, after a court found they had repeatedly missed required notifications. Several hundred firms are currently on the list.
What the rules require
Entities on the roster must retain residents' messages - including correspondence as well as audio and video - and hand them over to security agencies upon request. They must additionally store inside Russia user data and logs showing how communications were sent, and keep those records for three years.
Those that do not comply face fines and could see access to their services limited in Russia. This registry operates under laws that allow officials to obtain communications information kept by online platforms and messaging apps. Google and its Google Meet video calling service were added in January.

The broader clampdown
Moscow has tightened control over Russia's internet and foreign tech platforms, and that campaign accelerated after President Vladimir Putin ordered the 2022 full scale invasion of Ukraine. Officials have either cut off or curtailed access to social networks, messaging apps and independent media.
Snap Inc.'s Snapchat, Apple's FaceTime, Discord, Viber, WhatsApp and Signal are often reachable only via VPNs, which the government has also tried to limit. Telegram faced renewed attention this year; the platform originated with a firm belonging to Russian billionaire Pavel Durov. In July he was accused of aiding terrorist activity, and Russia's Federal Security Service placed him on an international wanted list.
Why it matters for investors
For any U.S. tech name with exposure to Russia, the direction of travel is toward deeper data retention, localization and the risk of service curbs. In plain English: more oversight of communications means tighter operating conditions and potentially smaller revenue from that market.
