Zelenskyy presses Washington to lock in Patriot missile transfers before winter

Published Oct 28, 2026
Share:
Summary:
  • Volodymyr Zelenskyy urged US Defense Secretary Pete Hegseth to wrap up arrangements to transfer Patriot interceptor stocks held by partner nations to Kyiv before winter, noting that 23 missiles are still awaiting sign-off.
  • Three-way talks among the US, Ukraine and Russia are slated to resume in the UAE next month, but Zelenskyy said progress "depend on the American side," which is focused on the Middle East.
  • A diesel tanker departed Primorsk last week, sporadically pinged New York on AIS, and is expected in the US on Nov. 7; Russian Deputy Prime Minister Alexander Novak said three cargos are already heading over and a fourth is set to sail Wednesday, local media reported.

Zelenskyy's push for Patriots and what is still pending

Zelenskyy said he urged US Defense Secretary Pete Hegseth to complete paperwork to move Patriot missiles from allied stockpiles to Ukraine before winter. "There are a few documents that he's already signed and maybe he thinks he's signed them all, but it is not so," he told reporters, adding that 23 Patriot missiles remain held up.

He set the request against slowing US supplies and stepped-up Russian missile and drone attacks aimed at forcing concessions as temperatures fall. The ask is straightforward: stronger air defenses with winter approaching.

Diplomacy restarts, with limits

The aim of the proposed session is to restart peace efforts and put behind them the latest bout of friction between Zelenskyy and US President Donald Trump. Even so, he said the agenda will sidestep the most divisive topics, such as Moscow's demands for control over Ukrainian territories. "We are ready to discuss the question of territory, because the Russians constantly want to discuss the question and make it a part of the agenda," he said, but added that would require meetings at leaders' level. On Wednesday, Trump said a summit with Zelenskyy and Russian President Vladimir Putin would be put together "in the over the next not too long," adding it "could be done not necessarily through a meeting."

Energy flows, refinery strikes and winter bargaining

Zelenskyy said Ukraine will not attack ships carrying Russian diesel to the US under the accord announced earlier this month by Trump and Putin. "These ships, nobody is going to touch," he said, while criticizing any gradual easing of Russia's economic isolation during the war.

Trump unveiled the deal and put a hold on further sanctions targeting Russian energy exports, aiming to bring down fuel prices before the Nov. 3 US midterm elections. Ship-tracking compiled by Bloomberg shows one diesel tanker departed Primorsk last week, sent irregular signals toward New York, and is slated to reach the US on Nov. 7. According to local media, Russian Deputy Prime Minister Alexander Novak said three diesel tankers are heading to the East Coast and a fourth will depart on Wednesday.

Over the past year, Ukraine's combined air and sea operations have targeted Russian refineries, ports and tankers. Trump has pushed Kyiv to halt those strikes to help cool fuel prices. Zelenskyy said he offered to stop hitting Russian refineries in exchange for a "winter package" of air defenses, but that Trump refused. Public backing for the strikes is strong: a Kyiv International Institute of Sociology survey conducted Oct. 16 to 25 found that 80% of Ukrainians back keeping up strikes on Russian refineries even if US support is stopped or limited.

The bottom line for investors

This is one knot tied from three strands: air defenses that shape battlefield risk, talks that shape timelines, and fuel shipments that can sway prices. Watch for signatures on Patriot transfers, clarity on the UAE talks agenda, and whether those diesel cargoes keep landing on the East Coast - all potential catalysts for defense names and energy spreads into winter.

Are We in a Recession? 5 Threats to the Economy and Where the Money Is Moving
  • The S&P 500 is up about 13% this year, but without AI it's in a bear market, with nearly 40% of its companies down more than 20% for four months or longer.
  • Jackson, Briefs Finance's head of investing research, sees five threats: rising interest rates, sticky inflation, an economy propped up by AI, a struggling UK, and high oil prices.
  • The opportunities he's watching mostly sit outside the dollar: rising economies like Brazil and Indonesia, US-backed emerging market bonds paying 7% to 9%, and the shifts that fear creates.

Common Investing Mistakes: Why a Stock Grade Is One Tool, Not the Whole Toolkit
  • The Briefs Score shows growth, income, and wealth preservation investors how well a stock fits their goal, with a separate letter grade for each one.
  • The most common mistake is treating the letter as an instruction. An A tells you a stock scores well for one goal, not that you should buy today.
  • Research works best as one input in a process you own. The grade shows how a stock stacks up. You supply the goal, the timeline, and the rules for being wrong.

How to Tell an Asset From a Liability: The One Question to Ask Before You Buy Anything
  • The typical American household earned more in 2025 than in any year on record, yet only 30% of Americans say they could pay a surprise $1,000 bill from savings, so the problem isn't income but what the income gets spent on.
  • An asset puts money in your pocket and a liability takes money out, and the wealthy buy assets first, then let the assets pay for the fun stuff.
  • Before you buy anything, ask one question: does this put money in my pocket, or take money out of my pocket? Then you need a plan for the money you keep.

How to Build Your First $2,000 Emergency Fund and Wipe Out Every Debt Over 10%

  • More than a third of American adults couldn't cover a $400 surprise bill with cash or savings, according to the Federal Reserve, and that's how one bad day turns into years of credit card payments.
  • Once the $2,000 is there, attack every debt charging more than 10% interest, highest rate first, because you can't out-invest a 22% credit card so paying it off is the investment.
