South Africa skips awards in first gas-to-power tender, clouding coal exit timeline

Published Oct 28, 2026
Share:
Summary:
  • The first government tender to buy power from gas-fueled plants drew four bids in May totaling 2,830 megawatts, but no projects were awarded.
  • Authorities were seeking 2,000 megawatts and launched the process a year ago, but bidders could not meet required assurances on fuel supply.
  • Officials noted South Africa imports most gas from Mozambique and lacks an LNG receiving terminal, while the electricity minister said the state must tackle infrastructure, commercial and institutional hurdles.

What happened in the auction

South Africa's initial auction to contract electricity from gas-fired plants opened to submissions a year ago and targeted 2,000 megawatts. The Department of Electricity and Energy said four bids arrived in May offering a combined 2,830 megawatts, yet none were selected in this first round.

Why bids came up short

The department said that, despite the country's potential gas endowment, most supply is imported from Mozambique and there is no LNG receiving terminal. It added that bidders could not demonstrate gas-supply guarantees at the level required. Plans for LNG import facilities remain on the drawing board and typically depend on anchor buyers to move forward.

The bigger energy puzzle

Coal still generates about 80% of South Africa's electricity, and domestic gas production is absent, leaving a single pipeline from Mozambique where field output is declining. The Integrated Resource Plan 2025 outlines retiring 8 gigawatts of coal capacity by 2030 and bringing in 6 gigawatts of gas-fired generation, but those gas plans were already running late. Eskom Holdings SOC Ltd. is also tied up in legal proceedings over its own proposed gas plant, and the utility has flagged roughly a five-year wait to secure equipment like gas turbines from makers including Siemens AG and General Electric Co., a timeline that would overshoot IRP milestones.

Markets can shift when infrastructure and policy change, and investors must adapt. We're hosting our first ever investor livestream on 11/17 to show you how to use ChatGPT and Claude to invest like a pro, hosted by Briefs Finance CEO Jaspreet Singh. Save your seat.

What it means for investors

Electricity Minister Kgosientsho Ramokgopa said, "Our responsibility now is to address the infrastructure, commercial and institutional conditions required to translate market interest into viable and deliverable projects." He added, "South Africa is not retreating from our gas-to-power objectives." In plain English: the shift from coal to gas faces fuel sourcing and timing constraints, and delivery risk remains elevated for new gas capacity coming online.

Knowing how to use smarter tools helps investors find opportunities amid uncertainty. On 11/17, our CEO Jaspreet Singh goes live for our first ever investor livestream on how to use ChatGPT and Claude to invest like a pro. Register to join him.

Are We in a Recession? 5 Threats to the Economy and Where the Money Is Moving
  • The S&P 500 is up about 13% this year, but without AI it's in a bear market, with nearly 40% of its companies down more than 20% for four months or longer.
  • Jackson, Briefs Finance's head of investing research, sees five threats: rising interest rates, sticky inflation, an economy propped up by AI, a struggling UK, and high oil prices.
  • The opportunities he's watching mostly sit outside the dollar: rising economies like Brazil and Indonesia, US-backed emerging market bonds paying 7% to 9%, and the shifts that fear creates.

Common Investing Mistakes: Why a Stock Grade Is One Tool, Not the Whole Toolkit
  • The Briefs Score shows growth, income, and wealth preservation investors how well a stock fits their goal, with a separate letter grade for each one.
  • The most common mistake is treating the letter as an instruction. An A tells you a stock scores well for one goal, not that you should buy today.
  • Research works best as one input in a process you own. The grade shows how a stock stacks up. You supply the goal, the timeline, and the rules for being wrong.

How to Tell an Asset From a Liability: The One Question to Ask Before You Buy Anything
  • The typical American household earned more in 2025 than in any year on record, yet only 30% of Americans say they could pay a surprise $1,000 bill from savings, so the problem isn't income but what the income gets spent on.
  • An asset puts money in your pocket and a liability takes money out, and the wealthy buy assets first, then let the assets pay for the fun stuff.
  • Before you buy anything, ask one question: does this put money in my pocket, or take money out of my pocket? Then you need a plan for the money you keep.

How to Build Your First $2,000 Emergency Fund and Wipe Out Every Debt Over 10%
  • Your first money goal isn't investing, it's $2,000 in its own account named Do Not Touch, built by moving 10% of every paycheck into it automatically.
  • More than a third of American adults couldn't cover a $400 surprise bill with cash or savings, according to the Federal Reserve, and that's how one bad day turns into years of credit card payments.
  • Once the $2,000 is there, attack every debt charging more than 10% interest, highest rate first, because you can't out-invest a 22% credit card so paying it off is the investment.
