What Was Announced
At a Wednesday conference in Luanda, Chief Executive Patrick Pouyanné said TotalEnergies and its partners intend to deploy $10 billion in Angola over the next five years to prevent output from declining. He said ongoing spending is necessary to maintain the company's roughly 450,000 barrels a day in the country, which is more than 40% of Angola's total. The funding is set for current projects as well as new exploration.
Where The Money Will Go
Pouyanné said TotalEnergies expects to finalize an extension to its Block 32 license, where "a lot of discoveries" still need to be brought into production. The company also reported a new find in Block 17 and said on Thursday it has signed deals to enter additional exploration blocks in Angola. In a separate Wednesday statement, Angola's National Oil, Gas and Biofuels Agency reported that ExxonMobil Holdings Corp. has notched a third find in offshore Block 15.
Government Moves And The Bigger Picture
Angola is working to keep national production around 1 million barrels a day and exited OPEC in 2023 to shed output limits as it seeks more investment and tries to offset declining offshore fields. Years back, Angola went head to head with Nigeria for Africa's top spot. With reforms now taking effect, Nigeria is producing 1.6 million barrels a day.
Late Wednesday, Diamantino Azevedo, the minister of Mineral Resources, Petroleum and Gas, said to reporters that the government is assembling a competitiveness study to review oil-sector laws and regulations. He said officials are also reassessing how oil blocks are awarded with the aim of shortening the gap between dealmaking and work starting.
