Venezuela Heads to G20 Energy Talks in Houston

Caracas is sending hydrocarbons minister Paula Henao and Jovanny Martínez, who serves as executive vice president at Petroleos de Venezuela SA, PDVSA. They are not slated to sit in the formal minister-only sessions. Instead, they will join one-on-one meetings, side programming and industry dialogues.

A White House official, requesting anonymity since the complete delegate roster has not been released, said their schedule will feature bilateral meetings, side events and conversations with industry. That official said the US wants Venezuela involved in global conversations about energy abundance and security.

Why Washington wants Venezuela in the room

The invitation fits the administration's broader effort to normalize engagement and harness Venezuela's sizable energy endowment. In January, the US captured Nicolás Maduro, the nation's longtime leader; afterward, President Donald Trump pressed oil companies to boost output in Venezuela, and his advisers supported widening mineral development under the supervision of interim President Delcy Rodríguez.

Trump also rolled out a major oil arrangement that gives the US a 35% stake in North American Blue Energy Partners and the right to purchase 20% of its crude output from Venezuelan fields at cost. Estimates put the proven reserves in those fields at roughly 65 billion barrels. The participation in Houston could help unlock more activity and potentially lift crude volumes at a time when conflict in the Middle East is tightening global supply.

The guest list and the Houston backdrop

As president of this year's G20, the US can invite non-member countries as guests and has used that flexibility to widen participation. Poland, though not a permanent member, joined the recent G20 finance and innovation ministerials held in North Carolina. When G20 finance ministers met, Russia's Anton Siluanov took part even amid pushback from some European officials. For Houston, Russia's delegation is expected as well, said Marat Berdyev on Telegram, and, according to a White House official, Russia's attendance is confirmed.

Houston is widely known as the world's energy capital. It is home to oil and mining companies that are already in talks about potential business in Venezuela, so showing up at the ministerial could grease the wheels for more agreements. The agenda emphasizes energy security, abundance, and access - priorities that align with Trump's push to grow oil and gas development.
