What happened
Prime Minister Sanae Takaichi announced the package on Friday after a spate of security breaches rattled Japan Inc. She addressed her cabinet Friday evening, warning, "Even in this very moment, there are instances of unauthorized access and data breaches that could leave a significant impact on the lives of the people and the business community." She added, "Let's do everything we must to ensure that we can increase the nation's capability to counter such events."
What the package does
The plan aims to get ahead of attacks rather than simply clean up after them. It uses artificial intelligence to bolster basic protection and speed up incident response, while also funding better investigative analysis of attacks and assistance for victims.
Why now and what it will include
About ¥10 billion ($63.2 million) is set aside for the steps. According to the Nikkei, by March the government intends to speed up deployment of AI that will search for vulnerabilities across essential national facilities and the technology platforms operated by public agencies. That screening is estimated to account for roughly one fifth of the package.
Recent cyberattacks, along with newly identified vulnerabilities in PHP, which underpins certain websites, have made a fast response urgent for both companies and the state. The ruling Liberal Democratic Party has described the wave of attacks as a serious crisis and "the eve of a cyber emergency," posing a threat to national security.
