BRICS Eyes Space Council To Sync Missions and Data, Says Roscosmos Chief

What Roscosmos Put On The Table

Speaking alongside a BRICS leaders gathering in New Delhi, Roscosmos chief Dmitry Bakanov said the bloc is moving ahead with a plan to set up a space council. He described it as focused on "data exchange, the use of joint constellations and the creation of various missions," adding, "The space council has been proposed and its formation is underway." Bakanov noted the concept was introduced last year and must still clear internal approval steps among BRICS members. He did not offer a target date and said no agreement is expected to be signed at the summit in India.

What This Council Would And Wouldn't Be

The planned body would not be a BRICS clone of the European Space Agency, according to Bakanov. Instead, it would help sharpen decisions reached at the bloc level and track how member governments carry them out. The effort fits Moscow's push to tighten technology ties with India and China while positioning BRICS as a broader cooperation platform outside Western-led institutions.

Projects Already Underway And On The Horizon

Bakanov said that over the last 18 months Russia supplied India with high-resolution satellite imagery spanning roughly 100,000 square kilometers, or 38,610 square miles, with New Delhi free to employ the data for its own needs. He said this exchange sits within a BRICS program in which members share satellite images. He also said Russia and India are exploring collaboration on rocket engines and on science work planned for future orbital stations.

The two countries have aligned the orbital inclinations of their planned stations, which could make joint experiments and research possible. The Roscosmos chief said in 2025 that negotiations were underway between Russia and Indian officials regarding the sale of its rocket engines to India and the licensing of their production. The wider BRICS space agenda includes building a ground facility in South Africa for Glonass, Russia's navigation satellite network, and continued Russian work with China on the International Lunar Research Station.
