What changed this week
The Paz administration signed a decree this week that lets private buyers bring in both pipeline gas and LNG solely for their own consumption, including for electricity generation. Those imports cannot be resold yet, but the shift breaks from a model where the state producer YPFB handled most inbound fuel.
How Bolivia got here
With oil and gas prices surging, the 2005 to 2014 windfall helped bankroll expansive social spending. But exploration lagged, reserves thinned, and exports have dropped by more than half compared with their 2014 top.
Bolivia began exporting gas to Brazil during the 1990s, following the 1993 signing of the first supply contract by then president Jaime Paz Zamora - the current president's father. The country later sealed a supply deal with Argentina in 2006, which concluded in 2024 as domestic output slid.

The policy path and investor takeaways
Natural gas is deeply subsidized in Bolivia. Deputy Minister of Hydrocarbons Industrialization Tatiana Genuzio told broadcaster Unitel on Wednesday that prices abroad are almost ten times the going rate in Bolivia. The Paz government says it will end subsidies and move tariffs toward market levels to narrow the fiscal gap and stabilize the economy, coupling these moves with direct cash aid and additional support aimed at the most vulnerable.
Genuzio said officials expect domestic production to fall short of internal demand by 2029. To cushion the hit, policymakers are weighing market liberalization, more renewable power, and a hydrocarbons bill designed to attract investors that is slated for Congress next month.
