What Chan outlined
In a Sunday note, Paul Chan sketched the next steps for Hong Kong's RMB playbook: grow the Dim Sum bond universe and build out trading in gold and other commodities priced in yuan. The intent is straightforward but ambitious, with an eye on thicker liquidity, higher activity, and a bigger say in setting prices.
Why it matters now
Chan linked the push to the national 15th Five-Year Plan, which calls for accelerating the creation of a financial powerhouse. Within that agenda, Hong Kong's role is defined and distinctive, with the city positioned to operate as an offshore hub prized for safety and reliability, while remaining fully aligned with international rules.
The numbers behind the push
Hong Kong's offshore RMB loan book reached a record RMB 935 billion in 2023, equal to $139.6 billion. Chan said the quota for RMB business funding arrangements now stands at RMB 500 billion after being raised. Together, those figures point to deeper yuan financing from the city and more tools for global investors who operate in Hong Kong's markets.

Local planning and goals
Chan also pointed to Hong Kong's newly announced five-year plan that targets a stronger role as a hub for finance and trade, along with drawing in more global companies and talent. If momentum holds, expect a broader slate of yuan-linked bonds and commodities routed through Hong Kong, more liquidity to trade against, and more price references set locally. For your wallet, that could translate into a larger menu of RMB products to consider when you think about diversification and currency exposure.
