Ukraine targets Bashneft refineries as Russia hits Ukraine's grid

Published Oct 31, 2026
Share:
Summary:
  • Ukraine aimed drones at Bashneft's refinery cluster in Ufa, with no confirmed damage, while working to restore power after overnight strikes on its energy system.
  • Ufa's three plants - Novoil, Ufimsky and Ufaneftekhim - can handle 23.5 million tons a year, more than 470,000 barrels a day.
  • Power outages hit about 200,000 households in the Dnipro region and over 80,000 in the Kyiv region, officials said.

What happened on the ground

Ukraine sent drones toward a refinery complex deep inside Russia on Saturday, with a person familiar with the operation saying the Bashneft sites in Ufa, Bashkortostan, were the intended targets. Russian officials have not confirmed any damage. Rosneft PJSC, which owns the refineries, did not immediately respond to a request for comment made outside normal business hours.

The Ufa hub includes the Novoil, Ufimsky and Ufaneftekhim refineries, which together can process 23.5 million tons of crude annually, or over 470,000 barrels per day. Ufa sits roughly 1,750 kilometers northeast of Kyiv and about 1,600 kilometers east of Moscow, a distance Ukraine has repeatedly shown it can reach with drones this year.

Kyiv and Moscow trading strikes

Ukraine has regularly gone after Russia's oil sector to squeeze war financing. On Friday, Ukraine struck a major Rosneft refinery in the Samara region, representing the first verified strike on a Russian fuel site in about two weeks.

Ukraine's military has kept up the use of long-range drones and missiles against additional sites inside Russia, focusing on military and industrial infrastructure, data centers, logistics facilities, chemical plants, and airports. On Saturday, according to Ukraine's General Staff, drones and missiles hit the Kamensky plant located in Russia's Rostov region, which it characterized as a producer of rocket propellant for aviation weapons systems.

When markets face uncertainty, investors seek tools that help clarify risk and opportunity. We're hosting our first ever investor livestream on 11/17 to show you how to use ChatGPT and Claude to invest like a pro, hosted by Briefs Finance CEO Jaspreet Singh. Save your seat.

Damage and the human toll in Ukraine

Russia has kept up air barrages on Ukrainian infrastructure, from Black Sea ports and energy assets to bridges and railways. Foreign Minister Andrii Sybiha on Friday sought an emergency UN Security Council meeting over attacks on civilian targets, saying that Russian strikes on Thursday left at least 20 people dead and wounded more than 80.

President Volodymyr Zelenskyy said overnight hits on power facilities left about 200,000 households without electricity in Dnipro and the surrounding region, and more than 80,000 without power in the Kyiv region. Russia's Defense Ministry said it targeted transport infrastructure used by the Ukrainian military, storage and launch sites for drones and ground based robotic systems, and ammunition depots.

Why it matters for investors

Energy assets are in the crosshairs on both sides, with Ukraine aiming at refining capacity and Russia degrading the grid. That mix can shift refined product output, reroute regional fuel flows and add a layer of volatility to prices. The bottom line: headline risk around oil and power infrastructure remains high, with spillovers for energy equities, transportation, and commodities exposure.

Learning new approaches can give investors a calmer, more confident perspective on decisions. On 11/17, our CEO Jaspreet Singh goes live for our first ever investor livestream on how to use ChatGPT and Claude to invest like a pro. Register to join him.

Are We in a Recession? 5 Threats to the Economy and Where the Money Is Moving
  • The S&P 500 is up about 13% this year, but without AI it's in a bear market, with nearly 40% of its companies down more than 20% for four months or longer.
  • Jackson, Briefs Finance's head of investing research, sees five threats: rising interest rates, sticky inflation, an economy propped up by AI, a struggling UK, and high oil prices.
  • The opportunities he's watching mostly sit outside the dollar: rising economies like Brazil and Indonesia, US-backed emerging market bonds paying 7% to 9%, and the shifts that fear creates.

Common Investing Mistakes: Why a Stock Grade Is One Tool, Not the Whole Toolkit
  • The Briefs Score shows growth, income, and wealth preservation investors how well a stock fits their goal, with a separate letter grade for each one.
  • The most common mistake is treating the letter as an instruction. An A tells you a stock scores well for one goal, not that you should buy today.
  • Research works best as one input in a process you own. The grade shows how a stock stacks up. You supply the goal, the timeline, and the rules for being wrong.

How to Tell an Asset From a Liability: The One Question to Ask Before You Buy Anything
  • The typical American household earned more in 2025 than in any year on record, yet only 30% of Americans say they could pay a surprise $1,000 bill from savings, so the problem isn't income but what the income gets spent on.
  • An asset puts money in your pocket and a liability takes money out, and the wealthy buy assets first, then let the assets pay for the fun stuff.
  • Before you buy anything, ask one question: does this put money in my pocket, or take money out of my pocket? Then you need a plan for the money you keep.

How to Build Your First $2,000 Emergency Fund and Wipe Out Every Debt Over 10%
  • Your first money goal isn't investing, it's $2,000 in its own account named Do Not Touch, built by moving 10% of every paycheck into it automatically.
  • More than a third of American adults couldn't cover a $400 surprise bill with cash or savings, according to the Federal Reserve, and that's how one bad day turns into years of credit card payments.
  • Once the $2,000 is there, attack every debt charging more than 10% interest, highest rate first, because you can't out-invest a 22% credit card so paying it off is the investment.
