The step follows a warning he posted earlier this month, saying he would take this action "unless Canada restores full and fair reciprocity for American Farmers and Companies."

The timing also coincided with a Wednesday speech by Ursula von der Leyen, the president of the European Commission, who proposed making Canada an "associate member."

Trump criticized von der Leyen's proposal, calling it potentially a "hostile act," and warned he might apply additional tariffs on European goods or "stop trading with Europe on many things." He also highlighted federal buying via the Multiple Award Schedule, saying Canadian goods and services sold under that program top $50 billion a year. Later, a senior administration official explained that, although the White House estimates the U.S. procurement market at that figure, Canadian companies do not necessarily comprise the entire amount.
