Ukraine Says It Hit Rosneft Refinery In Volga Region

What happened

Ukraine's General Staff said it targeted Rosneft PJSC's key refinery in the Volga region and posted on Telegram, "Fires have been detected at the site" and "The extent of the damage is being assessed." NASA's Fire Information for Resource Management System registered fresh heat spots at the Saratov complex on Friday, a pattern consistent with several fires. Bloomberg sought comment from Rosneft, which did not provide a response.

The Saratov plant has a capacity of roughly 140,000 barrels of crude per day. It sits on the Volga River roughly 730 kilometers, or 453 miles, southeast of Moscow, is intended to supply oil products to Russia's European regions, and was previously struck in early August.

The broader campaign

This week, after a four-day halt tied to visits by US envoys in Moscow and Kyiv for peace talks, Ukraine resumed hitting Russian energy assets. Since Sunday, officials in Kyiv have said they carried out attacks against three oil refineries and two Arctic gas-condensate processing sites, along with a Black Sea fuel oil terminal.

By focusing on refineries, Ukraine is seeking to squeeze Moscow's ability to fund and maintain the war. The campaign has helped push down Russia's road-fuel output, which in turn prompted the government to enact temporary prohibitions on most gasoline and diesel shipments abroad.

Related Russian strikes and local damage

Saratov Governor Roman Busargin said on Telegram Friday morning that unspecified "civil infrastructure" was damaged in an overnight drone strike. Since late August, Russia has intensified its air assaults on Ukraine, focusing on the capital and employing jet-powered drones that are more difficult to intercept, heightening the risk to civilians and disrupting public services.
