What Beijing just signaled
According to China Central Television, during a Friday cabinet session led by Premier Li Qiang, officials urged steps to bolster the stock market's underlying stability. The message followed a string of steps by financial regulators and suggested that the latest market turbulence has caught the eye of top government leaders.
CCTV said the State Council also backed faster rollout of major projects, increasing backing for corporate investment, and actions to boost consumption. In the same breath, it pressed for continued work on risks tied to local government debt and to smaller financial institutions.
The support tools - and the reaction
Beijing has turned again to measures used during the 2024 downturn, this time with tweaks. Two liquidity channels have returned: a swap facility and relending operations designed to spur additional stock buying. Even so, the rollout was met by market skepticism.
That push arrived after a rough stretch. The CSI 300 dropped 8.5% in October, the steepest monthly slide in more than ten years, with worries about weak economic growth weighing on investors.

Why policy coordination matters
Officials said policy funds should be fully used to support domestic demand, while tightening coordination between fiscal policy, which covers spending and taxes, and financial policy, which influences credit and liquidity. They also called for improving policy coordination across years.
The bottom line for your portfolio
Beijing is seeking to steady trading and support demand while addressing local government debt and vulnerabilities at smaller financial firms. The return of liquidity tools, and the cautious response to them, frames how sentiment sits after October's drop.
