TikTok to Tap 150 MW at New Finland Data Center

What the report says

An economic impact study released last week pegs TikTok's slice at 150 megawatts from a new facility in Kouvola. TikTok and Hyperco, the developer, commissioned the analysis.

The report says the initial 50-megawatt phase broke ground in September 2025 and is slated to complete in 2027. A second phase would add 100 megawatts, bringing the total to 150 megawatts.

Where this fits for TikTok and Project Clover

Project Clover - TikTok's 12 billion euro initiative to strengthen protections for European users' data - includes the Kouvola build. TikTok is owned by ByteDance, which is based in Beijing.

Last year, TikTok announced a 1 billion euro commitment for the Kouvola data center, while withholding capacity details at that point. In April, it added a separate 1 billion euro commitment for another Project Clover site in Lahti, Finland. A TikTok spokesperson told CNBC the company will only become a tenant after the facility is available for use, adding, "Once up and running, the data center is intended to form part of Project Clover." Hyperco has been approached for comment.

The broader build-out in Finland

The timing lines up with a wider rush by hyperscalers, neoclouds and AI labs to lock down Nordic capacity, where land and power are more accessible than in much of Europe. TikTok's push into Finland is tied to tightening safeguards around European user data.

Finland is drawing a string of heavyweight projects. In July, Pure DC said it would put 1.5 billion euros (US$1.74 billion) into a 110 megawatt campus that could scale past 550 megawatts. Arcem is proposing a facility that could reach as much as 500 megawatts.

In March, Nebius announced a Finland project that ranks among Europe's largest AI factories. Separately, Nvidia has been working to match companies that need its GPUs with Nordic operators that can deploy them, according to prior reporting.
