What changed in Bern
Switzerland's Federal Department of Finance said it evaluated how a UBS headquarters relocation might work as part of broader work on new capital measures. In its words: "The Federal Department of Finance has, among other things, carried out an assessment - on behalf of the relevant parliamentary committee - of the possible arrangements for a relocation of UBS's headquarters in light of the capital measures proposed by the Federal Council for the bank." It added that "The responsible authorities consider the Federal Council's proposed measure to be effective, targeted, proportionate and, in particular, manageable for UBS," and noted that "Nothing has changed in this assessment."
What relocation could cost
According to individuals with direct knowledge, UBS has explored relocation scenarios as Switzerland advances a bill that may require up to $16 billion in extra capital at its domestic unit. Reuters, citing the assessment, reported that shifting the headquarters to the US would in effect tie up roughly the same capital as if UBS fully capitalized both its Swiss business and the rest of the group under double leverage and clean holding constraints. A move to Britain, Reuters said, would also trigger extra capital needs for the Swiss operations. UBS declined to comment.
How UBS is framing it
UBS has argued the proposed capital plan would seriously impair its business model, while the government says the added buffer is needed to protect the country from future financial shocks. Chief Executive Officer Sergio Ermotti said Wednesday, "We are assessing the long term consequences for our ability to compete out of Switzerland." He added, "Clients appreciate Switzerland like we do - but a passport is not enough nowadays." He also said that "being a bank that has a DNA of Swissness, that is rooted in Switzerland, is a big advantage, but it is not the reason why our clients are banking with us."

The bottom line for your portfolio
If the bill passes, UBS faces higher equity tied up in Switzerland, while moving the headquarters could also consume large amounts of capital. Either path can reshape returns and group structure, so watch for how UBS balances regulatory pressure against its stated strategy to stay competitive out of Switzerland.
