Finance Minister Enoch Godongwana outlined the intervention at an event announcing the DBSA's financial results. "Any government that comes out of Johannesburg will need our support, so we'll be there for the next three years," he said. He added, "We're working together with the DBSA and all the other relevant institutions to give effect" to the turnaround plan. In short, Treasury is committing to stick with Johannesburg through the full three-year effort.
Why the city needs help
Johannesburg is South Africa's biggest city and generates roughly 15% of the nation's economic output, yet prolonged political instability and mismanagement have weakened its ability to pay creditors and consistently deliver essential services. Treasury's move follows earlier national attempts that didn't fix the city's finances.
The DBSA's view and risks
According to the DBSA, profit increased by 47% to 7.8 billion rand, or $478 million, for the year ending in March. Even with that gain, the lender flagged elevated municipal credit risk, pointing to financial mismanagement, weak audit outcomes, infrastructure vandalism, poor service delivery, and budget constraints.
