Coinbase taps Moov to plug stablecoins into community banks as Senate vote looms

Published Sep 10, 2026
Share:
Summary:
  • Coinbase and Moov are partnering to expand stablecoin acceptance and clearing, and to enable around-the-clock funding access for community banks and credit unions.
  • The tie up, disclosed exclusively to CNBC, lands just ahead of a preliminary Senate vote next Tuesday on the Clarity Act.
  • Moov, serving over 1,000 community banks and credit unions, will link Coinbase's systems to the existing payment rails those firms rely on.

What the deal does

Coinbase will supply the digital asset backbone, and Moov will connect it to the payment networks already used by financial institutions and their customers, extending stablecoin capabilities and rails to community banks and credit unions. Moov already works with more than 1,000 such institutions across the U.S., tying them into card acquiring and issuing as well as real-time payment rails.

Ryan VanGrack, who serves as Coinbase's vice chair and leads corporate affairs, said, "Community banks and credit unions have witnessed their customers use digital assets for years," "Through our partnership with Moov, Coinbase is delivering the regulated infrastructure they need to offer these services directly - embedded right into their existing systems."

Wade Arnold, co-founder and CEO of Moov, added, "Business customers of community institutions are already being asked to accept stablecoins, and today they go outside their institution to do it." He continued, "We built this so the answer comes from their primary FI instead. Merchants need acceptance and disbursement now. What comes next is bigger: funding that doesn't stop for weekends or holidays, because the rail doesn't close. Institutions that add this now will be positioned for both,"

Why the timing matters

This rollout lands only days ahead of an initial procedural vote in the Senate that would move the Clarity Act forward, a proposal that has been stuck for months and aims to set up an unprecedented regulatory structure for cryptocurrencies and other digital assets. It will need at least 60 votes to proceed, and that support is uncertain.

Coinbase and other crypto players have been lobbying for the bill. Bank trade groups have taken issue with interest-style rewards on crypto exchanges, cautioning that such yields might prompt deposits to leave community banks and credit unions. The Independent Community Bankers of America has joined a wider coalition opposing the newest draft due to worries about stablecoin yields.

Democrats have also pointed to ethics provisions they argue fail to stop public officials from profiting from crypto, while some Republicans are uneasy about how the bill could affect community banks. The preliminary vote is scheduled for next Tuesday.

What this could mean for your money

If your local bank can plug stablecoin acceptance, payouts and always-on funding into the same apps you already use, small businesses could see faster cash flow and fewer hoops to jump through. Putting it bluntly, Jill Castilla, who leads Citizens Bank of Edmond in Oklahoma as its chairman, president and CEO, said the bank's "small business customers are looking for ways to lower interchange costs and get paid faster."

Common Investing Mistakes: Why a Stock Grade Is One Tool, Not the Whole Toolkit
  • The Briefs Score shows growth, income, and wealth preservation investors how well a stock fits their goal, with a separate letter grade for each one.
  • The most common mistake is treating the letter as an instruction. An A tells you a stock scores well for one goal, not that you should buy today.
  • Research works best as one input in a process you own. The grade shows how a stock stacks up. You supply the goal, the timeline, and the rules for being wrong.

How to Tell an Asset From a Liability: The One Question to Ask Before You Buy Anything
  • The typical American household earned more in 2025 than in any year on record, yet only 30% of Americans say they could pay a surprise $1,000 bill from savings, so the problem isn't income but what the income gets spent on.
  • An asset puts money in your pocket and a liability takes money out, and the wealthy buy assets first, then let the assets pay for the fun stuff.
  • Before you buy anything, ask one question: does this put money in my pocket, or take money out of my pocket? Then you need a plan for the money you keep.

How to Build Your First $2,000 Emergency Fund and Wipe Out Every Debt Over 10%

  • More than a third of American adults couldn't cover a $400 surprise bill with cash or savings, according to the Federal Reserve, and that's how one bad day turns into years of credit card payments.
  • Once the $2,000 is there, attack every debt charging more than 10% interest, highest rate first, because you can't out-invest a 22% credit card so paying it off is the investment.

  • Investors who jump in and out of the market miss its best days, and missing just a handful of those days can cut your final result roughly in half.
