What Meloni put on the table
Giorgia Meloni sent a letter to European Council President Antonio Costa pressuring EU leaders to decide who speaks for the Union in talks about Russia's war in Ukraine and to spell out that envoy's mandate. She requested the item be added to next week's informal summit in Dublin, the letter's copy released by her office shows.
Meloni said she is not seeking a formal role for Italy. Her goal is for the EU to be ready to decide in December who represents the bloc and with which powers.
Why she says it matters
Meloni argued that multiple formats and envoys speaking for the EU have dented the bloc's credibility. "I am convinced that we all realize how, by projecting the image of Europe acting in an uncoordinated manner, we are simply playing into the hands of those who want this war to continue," she wrote, calling that "unacceptable" given that "human lives and the future of our security are at stake."
She added, "What I continue to call for is that a decision be made once and for all as to who sits at the negotiating table representing the European Union, and with what mandate," warning that moving "in a disorderly manner, with initiatives that follow one another and overlap, will not help us - neither with our partners nor with those we need to convince to stop this senseless aggression." A European Council spokesperson confirmed receipt of the letter and offered no further comment.

The recent patchwork of talks
The past few weeks have featured a spread of meetings. Security chiefs advising France, Germany and the UK met in Miami alongside US and Ukrainian officials, with EU and NATO delegates in attendance. Subsequently, another European contingent convened in Oslo.
Soon after, Finland's President Alexander Stubb and Norway's Prime Minister Jonas Gahr Støre spoke by telephone with Russian President Vladimir Putin. Meanwhile, European officials are in Brussels meeting their Ukrainian counterparts to discuss postwar rebuilding and security guarantees; later this month, delegates are expected in Abu Dhabi for US-mediated talks between Ukrainian and Russian officials.
What it means for your portfolio
For investors, this is a read on EU cohesion. A clear decision on who represents the bloc and with what mandate would signal how the EU plans to present itself in any talks, which goes straight to perceived credibility. Watch the Dublin discussion next week and the December leaders' meeting for concrete signals on EU representation and mandate.
