Valero plans restart of century-old Houston refinery, eyeing 165,000 barrels per day by 2027

What Valero is doing

Valero plans to restart the former LyondellBasell Industries facility in Houston and bring back 165,000 barrels per day of light, sweet crude processing by the end of 2027. According to the company, it aims to complete the $320.5 million deal with Lyondell by year-end.

Next door is a Valero refinery that can run over 200,000 barrels of oil each day. At its peak, the idled site ran 264,000 barrels daily.

Costs and upgrades

Lyondell shuttered the facility in 2025 after it could not secure a buyer, ending a run of roughly a century along the Houston Ship Channel. The closure came as upkeep needs mounted and discouraged would-be acquirers.

Analyst Matthew Blair of Tudor, Pickering, Holt & Co. wrote that keeping the refinery operating likely meant spending $1 billion or more on repairs and upgrades. Valero is evaluating additional investment to turn the complex into a larger, more complex plant that can process lower cost heavy sour oil.

Why investors should care

The plan highlights a turn in U.S. refining, where several plants have closed in recent years, including one operated by Valero in California. Profits have recovered because conflicts in the Persian Gulf and Russia pushed up diesel, gasoline, and jet-fuel prices, and refining margins hit record levels in 2026. Supermajors this week posted more than $50 billion in windfall profits.

The bottom line: adding capacity into a profitable market could be a tailwind, but timelines, repair bills and a shift toward heavier crude slates will determine how much value shows up through 2027.
