Russia's central bank to backstop RNRC with 165 billion rubles

What the central bank announced

Russia's central bank is setting aside 165 billion rubles for the Russian National Reinsurance Company, with the cash scheduled to land in September. Governor Elvira Nabiullina told reporters Friday the funding is designed to make sure RNRC can honor every obligation on its books.

Why the RNRC needs support

RNRC underwrites terrorism and sabotage exposures that, according to Russia, stem from Ukrainian strikes against industrial plants, refineries, and assorted critical facilities, portrayed as payback for the Kremlin's invasion, now in its fifth year. The company was set up in 2016 primarily to cover clients facing sanctions and is backed by the central bank.

Market position and past moves

Earlier in the war, in March 2022, the central bank lifted RNRC's capital to 300 billion rubles, a more than fourfold increase, roughly a week after Russia's full-scale invasion of Ukraine began.
