Bank of France signals 2026 downgrade after surprise Q3 stumble

Published Nov 3, 2026
Share:
Summary:
  • The central bank is poised to lower its 2026 growth outlook after an unexpected contraction in the third quarter, Emmanuel Moulin said.
  • The current outlook is 0.4% growth this year, which would require a very strong final three months to achieve.
  • Fresh projections will arrive in December after the ECB's next rate meeting, and markets broadly expect it would mark the third increase since the Iran war began.

What changed

An unexpected drop in activity last quarter is forcing a rethink of France's medium term path. Speaking at the Jeco conference in Lyon, Governor Emmanuel Moulin said, "Unfortunately, I think it's a bit too optimistic," referring to the current trajectory. "We'll certainly have to revise it a little bit, slightly lower."

The near term bar is already high. The Bank of France's outlook is for 0.4% expansion this year, and it would take a very strong fourth quarter to get there.

Policy stance and context

Moulin noted that in every quarter so far this year, France's economy failed to grow, even as the broader euro area has shown more resilience. "Right now, we have a bit less growth, a bit less inflation than the euro area overall," he said.

Against that backdrop, he argued France's approach to tightening fits the moment. "The moderate response we've had in terms of monetary policy is also quite appropriate for France."

Markets shift in subtle ways that reward investors who learn new tools. We're hosting our first ever investor livestream on 11/17 to show you how to use ChatGPT and Claude to invest like a pro, hosted by Briefs Finance CEO Jaspreet Singh. Save your seat.

Budget strains and outside views

France's difficulties stem from a large budget shortfall and turbulence in politics tied to the fiscal picture and to next year's presidential elections, at which the far right could win.

Outside voices urged calm. Speaking Tuesday evening in Berlin, Bundesbank President Joachim Nagel said he's "confident" Paris can take control of its fiscal situation. France is a "strong country and has a strong economy," he said, adding he doesn't see the issue as one for the ECB to weigh in on. Dutch central banker Olaf Sleijpen in the Hague shared that view, arguing the issue should be decided in Paris rather than Frankfurt.

What investors should watch

The Bank of France will update its projections in December, after the ECB's next decision. In plain English: watch for the new 2026 number and any ECB signals on the path for rates, because both shape the growth mix France is trying to hit.

Adding thoughtful techniques can help investors gain a calmer, clearer edge. On 11/17, our CEO Jaspreet Singh goes live for our first ever investor livestream on how to use ChatGPT and Claude to invest like a pro. Register to join him.
