Moody's flags deeper losses as Senegal's rating drops to Ca

Published Oct 30, 2026
Share:
Summary:
  • On Thursday, Moody's downgraded Senegal's foreign-currency credit score to Ca from Caa2.
  • The rater projects bondholder losses of 35% to 65% and says restoring sustainability needs more than a simple maturity push.
  • Senegal announced plans in September to rework external debt after a $2.2 billion IMF staff-level deal; since Sept. 1, eurobonds have traded near 50-52 cents on the dollar.

What Moody's changed and why it matters

Moody's cut Senegal's foreign-currency sovereign rating to Ca from Caa2 and cautioned that investors holding the bonds may incur losses larger than previously anticipated as the nation moves to restructure billions in external debt. The agency estimates haircuts in a 35% to 65% range and argues that getting debt back on a stable track will take meaningful relief beyond liquidity-only reprofiling.

In September, Senegal said it would overhaul its external obligations following a staff-level accord with the International Monetary Fund on a $2.2 billion program, with the goal of regaining access to global markets. Moody's last acted on the rating on Aug. 28.

Market signals and the mechanics of the rework

Moody's pointed to how losses could be shared, saying: "Excluding local-currency debt, around one-third of central government debt, as proposed by the authorities would concentrate losses on remaining creditors, including external-private creditors." It added, "Market pricing has indicated Ca-consistent losses since the early-September debt treatment announcement by the authorities."

By pricing, Senegal is currently Africa's most distressed sovereign borrower, with its risk premium over US Treasuries at 1,447 basis points based on JPMorgan Chase & Co. index closing levels.

Every investor benefits from learning new tools that sharpen decision making. We're hosting our first ever investor livestream on 11/17 to show you how to use ChatGPT and Claude to invest like a pro, hosted by Briefs Finance CEO Jaspreet Singh. Save your seat.

Where this leaves investors

In plain English: a Ca rating and pricing near half of face value reflect deep stress already in the market, while Moody's loss range frames what a deal could imply for bond recoveries. The bottom line for your portfolio is that Senegal sits at the sharp end of sovereign risk, and bondholder outcomes will be shaped by how the debt treatment balances relief with the IMF-supported program design.

A thoughtful approach to technology can quietly improve long term portfolio outcomes. On 11/17, our CEO Jaspreet Singh goes live for our first ever investor livestream on how to use ChatGPT and Claude to invest like a pro. Register to join him.

Are We in a Recession? 5 Threats to the Economy and Where the Money Is Moving
  • The S&P 500 is up about 13% this year, but without AI it's in a bear market, with nearly 40% of its companies down more than 20% for four months or longer.
  • Jackson, Briefs Finance's head of investing research, sees five threats: rising interest rates, sticky inflation, an economy propped up by AI, a struggling UK, and high oil prices.
  • The opportunities he's watching mostly sit outside the dollar: rising economies like Brazil and Indonesia, US-backed emerging market bonds paying 7% to 9%, and the shifts that fear creates.

Common Investing Mistakes: Why a Stock Grade Is One Tool, Not the Whole Toolkit
  • The Briefs Score shows growth, income, and wealth preservation investors how well a stock fits their goal, with a separate letter grade for each one.
  • The most common mistake is treating the letter as an instruction. An A tells you a stock scores well for one goal, not that you should buy today.
  • Research works best as one input in a process you own. The grade shows how a stock stacks up. You supply the goal, the timeline, and the rules for being wrong.

How to Tell an Asset From a Liability: The One Question to Ask Before You Buy Anything
  • The typical American household earned more in 2025 than in any year on record, yet only 30% of Americans say they could pay a surprise $1,000 bill from savings, so the problem isn't income but what the income gets spent on.
  • An asset puts money in your pocket and a liability takes money out, and the wealthy buy assets first, then let the assets pay for the fun stuff.
  • Before you buy anything, ask one question: does this put money in my pocket, or take money out of my pocket? Then you need a plan for the money you keep.

How to Build Your First $2,000 Emergency Fund and Wipe Out Every Debt Over 10%
  • Your first money goal isn't investing, it's $2,000 in its own account named Do Not Touch, built by moving 10% of every paycheck into it automatically.
  • More than a third of American adults couldn't cover a $400 surprise bill with cash or savings, according to the Federal Reserve, and that's how one bad day turns into years of credit card payments.
  • Once the $2,000 is there, attack every debt charging more than 10% interest, highest rate first, because you can't out-invest a 22% credit card so paying it off is the investment.
