Angola targets up to $228 million from sale of 34% in Standard Bank Angola

Summary:
  • By selling 34% of Standard Bank de Angola SA, Angola targets up to 208.5 billion kwanzas ($228 million) in proceeds.
  • The stake comes from shares seized in 2020 from Carlos Sao Vicente; afterward, he received convictions for embezzlement and tax fraud and is serving nine years.
  • Standard Bank Group can buy 24%, with the remaining 10% offered to the public on BODIVA from Sept. 11 to Sept. 25; trading is slated to start Sept. 30.

What's being sold and why it matters

Angola is putting a 34% slice of Standard Bank de Angola SA on the block, targeting up to 208.5 billion kwanzas. The shares were part of a 49% holding the government took from former insurance magnate Carlos Sao Vicente in 2020. He was subsequently found guilty of multiple offenses, including embezzlement and tax fraud, and received a nine-year sentence.

How the deal is structured and priced

Standard Bank Group Ltd., which already holds 51% of the Angolan unit, has the right to acquire an additional 24%. The balance, 10%, will be sold to the public through the BODIVA exchange between Sept. 11 and Sept. 25, according to IGAPE, the state assets agency. Shares are priced at 41,220 kwanzas each for Africa's largest lender by assets and set in a 41,220 to 50,000 kwanzas range for public buyers. Trading is expected to kick off on Sept. 30.

What's next in Angola's privatization drive

Angola plans to sell stakes in nine more assets before next year's elections. In July, IGAPE Chairman Álvaro Fernão said that after this Standard Bank deal, the government would unload its 1.4% stake in Banco Caixa Geral Angola SA. These deals are intended to complete the 2019-26 privatization program, a key pillar of President João Lourenço's reform drive to modernize the economy and draw in private capital.

Why it could matter to your wallet

A defined timetable, a clear pricing range, and a public allocation on BODIVA signal a transparent process that local investors can actually access. If you track Angola or frontier-market banking, the sale and the follow-on divestments outline a tangible path for more private ownership and potentially deeper local markets.
