What officials are signaling
Kremlin adviser Yuri Ushakov said Wednesday that the Chinese APEC hosts have already begun preparations and could place a three-way meeting on the summit agenda if circumstances are favorable. He added that the idea of such talks is not being dismissed in Moscow, Washington or Beijing.
Ushakov also noted that practical points on the substance of potential talks were discussed when Vladimir Putin met with US envoy Steve Witkoff. Separately, Putin and Xi are expected to hold a bilateral during the Nov. 18-19 gathering in Shenzhen, in China's south.

Why nuclear talks are in focus
Trump has urged Beijing to join US-Russia discussions on nuclear arms control, pointing to China's rapid expansion of its warhead stockpile. Chinese authorities have pushed back so far, arguing their arsenal remains much smaller than those of the US and Russia.
