What changed and what it enables
Trump's memo puts oil supply chains on a national defense footing and triggers a Cold War era tool in the Defense Production Act. That authority allows him to direct financial support to oil-related work, including pipelines and storage for liquid fuels.
The document says the U.S. cannot deliver enough of these energy services fast enough without action, citing financing constraints, long project timelines, permits and infrastructure chokepoints, plus supply chain limits. It does not list any specific projects that would get help.
The backdrop: prices, capacity, politics
Fuel costs are the immediate pressure point. Since the U.S. and Israel carried out a joint strike on Iran at the end of February, energy shipments worldwide have been pinched, while Ukrainian attacks on Russian refineries have deepened fuel shortages.
Vice President JD Vance said last week that the administration intends to use the Defense Production Act to boost capacity at Delek U.S. Holdings' refinery in Texas. In a separate move, a law Trump signed last year earmarked $1 billion under the Defense Production Act for energy initiatives labeled vital to national security.

The stakes for markets and the election
The memo arrives as the U.S. averaged about 13.6 million barrels of crude a day in 2025, leading the world in output. Higher pump and diesel prices still pose political risk ahead of the Nov. 3 elections, with Republicans aiming to hold both chambers of Congress. According to a Reuters/Ipsos survey that wrapped up Monday, 36% of Americans approved of Trump's handling of the economy.
For investors, the headline is simple: the door is now open for federal incentives, but the roster of winners is unknown until projects are named. That uncertainty keeps energy equities and midstream names sensitive to any follow up announcements.
