What Dangote announced in Nairobi
At an investor event in Kenya's capital on Tuesday, Aliko Dangote told the room, "I'm actually making a commitment here today - the East African refinery will be listed at the Nairobi Stock Exchange." A kickoff for the $16 billion venture, intended to cut the region's dependence on bringing in processed fuels from abroad, had been planned for Wednesday. A Kenyan court has ordered the work paused after a group of petitioners challenged the project.

Dangote is raising money in what he bills as Africa's biggest initial public offering tied to his Nigerian refinery. According to the prospectus details, a Lagos listing would put the unit's value near $50 billion. The IPO of Dangote Petroleum Refinery and Petrochemicals FZE seeks as much as $2.1 billion, with the funds aimed at doubling the plant's capacity so it reaches 1.4 million barrels of crude per day in the first quarter of 2029.

How investors across Africa could plug in
Renaissance Capital Chief Executive Officer Stanley Kariuki said the offer will include global depositary receipts trading on Kenya's exchange, giving local investors a path into the Nigerian industrial group. In Botswana, officials are in discussions with Standard Bank Group Ltd. and Access Bank Group Plc about using depositary receipts on the Gaborone bourse to open access, according to people familiar with the talks. During Botswana's London Day on Sept. 18, an event backed by Standard Bank, authorities signaled that listings of Dangote depository receipts might take place in Gaborone, the people said.
The individuals asked not to be named, citing the confidential nature of the discussions. Standard Bank said it had no comment. Botswana's stock exchange said it is in discussions with relevant parties on the Dangote Refinery IPO and on structures and avenues that could allow local investors to participate.
People familiar added that no final agreements have been reached, the structure is still being worked out, and any deals would require local regulatory approvals. The Committee of Southern African Development Community Stock Exchanges has backed the Botswana bourse as the venue for any such receipts.
