What is A7 and why now
Washington framed this as another squeeze on Iran's economy, even though the immediate focus is a Russia-built payments network. According to Treasury, A7 processed transactions benefiting Iran and the Islamic Revolutionary Guard Corps that should have been restricted, channeling payments through subagents and masking them as ordinary trade with fabricated import and export records. In the same action, the Financial Crimes Enforcement Network proposed a rule to bar transmitting funds through A7's subagents. Treasury added that A7 says it processed an amount equal to $91.5 billion in U.S. currency in 2025, accounting for 13% of Russia's foreign trade that year.

Treasury Secretary Scott Bessent put it plainly: "Today's action targeting A7 continues Treasury's unprecedented efforts to isolate Iran and its financial enablers." The A7 move falls under Operation Economic Outcast, a drive Bessent unveiled in August, and to date it has focused on several regional banks and Iranian airlines while steering clear of big global lenders and China, which accounts for 90% of Iranian oil purchases. Separate reporting has placed A7 at the center of Russia's workarounds to sanctions imposed after the Ukraine invasion, and EU authorities have examined A7 over alleged efforts to dodge Ukraine-related restrictions.

What experts are watching
Jeremy Paner, a partner at Hughes Hubbard & Reed, summed up the target list: "It's a Russian sanctions circumvention network that is targeted because of its connections to Iran, not for circumventing Russian sanctions." He added, "This is another way that Russia can be targeted, but it seems like there needs to be an Iranian connection to the circumvention to get Treasury's attention." The A7 network has been in the crosshairs before, including a step last August that named the crypto exchange Garantex Europe OU for purportedly helping move $100 million in transactions linked to ransomware groups and other cybercriminals.
