What SEBI Is Proposing
India's market regulator wants local governments to combine funding requirements and sell bonds together so smaller municipalities can tap capital more easily. That approach sits at the heart of a consultation paper SEBI released in May, which pitches pooled structures to shrink urban funding gaps. The broader push is part of India's effort to strengthen a still-young municipal debt market as the country aims to become a developed economy by 2047.
The Size Of The Challenge
Rajkiran Rai G., managing director at the National Bank for Financing Infrastructure and Development, put the urban buildout price tag between 82 trillion and 86 trillion rupees by the 2031 fiscal year, or about $855 billion to $900 billion. SEBI Chairman Tuhin Kanta Pandey said the regulator is promoting municipal bond issuance while India prioritizes projects for potable water and sewage. At the same Mumbai event, Rai added that roads drew the largest investments over the past decade.

Progress is happening, but the base is small, Pandey said, pointing to the 22 urban local bodies that raised more than 45 billion rupees across 31 bond sales through the year ended March. He said the next leg of growth depends on stronger municipal credit profiles, better governance, cleaner disclosures and steadier project cash flows.
