What Valcambi announced
Valcambi SA is moving to set up a refining operation in Hong Kong, marking its first plant outside Switzerland. The Swiss refiner signed a letter of intent with Shiu Wing Steel, the city's only steelmaker, to form a new precious metals outfit that will also offer vaulting. Plans place the refinery on the grounds of Shiu Wing Steel's facility in Hong Kong's northwest. As Valcambi chief executive officer Simone Knobloch said on Thursday, "Asia is a key market for the precious metals industry and will continue to play an increasingly important role in its future."
Hong Kong's push and the policy moves
Hong Kong is squaring off with Singapore to be Asia's go-to bullion hub, and it has been busy laying the groundwork. In July, the city kicked off a pilot for a gold-clearing platform and rolled out a fresh price benchmark, drawing the largest Chinese banks as well as global bullion firms like JPMorgan Chase & Co. and HSBC Holdings Plc. Officials are also working on yuan-denominated gold futures and considering additional preferential measures for participants in the gold trade. Last month, gold earned a spot in Hong Kong's first five-year plan, described as "an entry point" to broaden the Chinese yuan's reach in global markets.

Officials, visits and the broader plan
Christopher Hui, Hong Kong's secretary for Financial Services and the Treasury Bureau, pitched the city's expansion plans on Tuesday at an annual industry gathering in Italy. Speaking in Sorrento at the London Bullion Market Association conference, he said in an interview, "Our focus right now is really to get the infrastructure right, where we ensure that that our system is robust and, at the same time, credible in such a way that we continue to draw investors' interest to participate."
Hui called it a "whole-value-chain approach," adding, "Like London, we have storage, we have OTC contract; like Switzerland, we want to have refineries; like the US, we want to have gold futures." This week he toured Valcambi's Swiss site and made stops at prominent peers such as MKS PAMP SA and Argor-Heraeus SA. He said advancing Hong Kong's gold market ranks as a top priority that he aims to finish before his official term ends at the end of June.
