What happened
BpfBouw, which represents builders, carpenters and others across the Dutch construction sector, named BlackRock as its preferred choice to run a portfolio worth just under €70 billion, roughly $80 billion. The fund said it is negotiating the agreement and will share more updates when ready. A BpfBouw spokesperson declined to go beyond the statement.
Why BpfBouw leaned toward BlackRock
BpfBouw pointed to three reasons for picking BlackRock as its frontrunner: a broad international footprint, the ability to execute at scale, and alignment on socially responsible investing. The fund said that fit reflects the ESG data BlackRock can provide, its analytical resources, and support for BpfBouw's continued build‑out of its own responsible‑investing policy. A BlackRock spokesperson said the firm feels "privileged by BpfBouw's decision to choose BlackRock as their preferred candidate and look forward to helping their participants, nearly 750,000 construction workers in the Netherlands, continue building towards a dignified retirement." BlackRock describes itself as a "global leader" in the realms of sustainable and transition investing, adding that it provides European customers climate‑oriented products intended to deliver performance aligned with their preferences.
The Dutch pension backdrop
BpfBouw started seeking an external manager after APG - the investment arm for ABP - said in early 2025 that it would no longer manage portfolios for pension plans outside ABP. ABP ranks as Europe's largest pension fund and oversees about $650 billion. For BlackRock, BpfBouw's move comes after a bumpier stretch in the Dutch market; in December last year, the Dutch scheme PME announced it had severed ties with the firm after concluding BlackRock was no longer serving its best interests on issues including climate risk. That was followed by a similar decision from PFZW, which cited broader changes to its portfolio.
