Vostok Oil Loads First Crude at Russia's "Northernmost" Port

What happened at Sever Bay

At the newly constructed Sever Bay Arctic terminal, the first cargo of crude from Russia's vast Vostok Oil development in the remote Taimyr region was loaded. The Valentin Pikul, a high‑ice‑class tanker, took on the cargo as Rosneft CEO Igor Sechin presided over an opening ceremony carried on Russian state TV. Sechin called Sever Bay "the northernmost port in the world" and described Vostok Oil as "a new oil province of a global scale with a resource base of more than 7 billion tons of high-quality oil with low sulfur content." He did not say which fields supplied the first load.

Sechin also told President Vladimir Putin, who watched from his office, that another Arctic‑class tanker, the Akademik Gubkin, was waiting near the terminal for its slot to dock.

How big this could get

Sechin said Vostok Oil plans to send 30 million tons of crude to international buyers during next year's latter half. By 2030, he projected deliveries could climb to as much as 50 million tons a year. Bloomberg estimates put that at about 1 million barrels a day, close to one tenth of Russia's current total oil output.

Looking further out, Sechin said annual volumes could reach 100 million tons if market demand and project economics cooperate. He described the project's lifespan as "hundreds of years," potentially longer with continued exploration.

Fields, investors, and who Rosneft courted

Vostok Oil bundles producing assets from the Vankor group with greenfields in the Payakha cluster, both in Eastern Siberia. The project had faced delays at startup and the departure of foreign backers after Russia invaded Ukraine. Rosneft originally planned to develop it with Trafigura Group, Vitol Group, and Mercantile & Maritime, but those firms divested their holdings in 2022.

Rosneft had been trying to bring in additional partners. Then‑first vice‑president Didier Casimiro told reporters to "keep watching this space" two days ahead of Russia's invasion of Ukraine. At the opening, Sechin offered greetings to industry heavyweights Rosneft had discussed Vostok Oil with, naming Bob Dudley, Rex Tillerson, Neil Duffin, Darren Woods, and Neil Chapman, saying, "I would like to use this opportunity and say hi to our colleagues, leaders of the global industry, with whom we discussed prospects of Vostok Oil." He added, "I think they are going to be very glad."

The Arctic route and where the oil is headed

Vostok Oil is positioned to boost traffic along the Northern Sea Route, which Russia promotes as the shortest link between Europe and Asia. Building out that corridor has been slowed by Western sanctions, brutal Arctic conditions, and a shortfall of high‑ice‑class vessels. Deputy Prime Minister Alexander Novak said barrels from Vostok Oil will go to buyers in the Asia‑Pacific and "in the western direction." With reserves in older producing hubs like western Siberia gradually running down, Moscow sees Vostok Oil supporting national output for decades.

Why this matters for your money
