What is being sold and when
Las Vegas and its surrounding suburbs will see their water provider come to market with about $580 million of tax-exempt bonds. The deal is slated to price this week, per its roadshow. It is the district's first offering since Washington announced Nevada will have to reduce the share of Colorado River water it receives, a source that supplies about 90% of the Las Vegas Valley's water.
Where the money goes
The money will finance Southern Nevada Water Authority initiatives, of which the district is a member. That list includes building a water system to serve the Apex Industrial Park in North Las Vegas; reports say data center developer Switch LTD has purchased land there. In addition, the agency is building a new pipeline to serve Henderson and surrounding communities, and investing in a Southern California recycling effort to strengthen supplies. Part of the proceeds will go to refinance outstanding bonds.
Ratings, risks, and the legal fight
S&P Global Ratings assigned an AA+ to the bonds. The ratings firm said the Colorado River cuts create added regulatory uncertainty, but also noted the district has limited consumption and banked extra supplies while serving more customers. "The district continues to benefit from growth in the service area while managing water use," the analysts said in an Oct. 7 report. Under the new federal policy, Nevada's share could be reduced by as much as 70% in the worst conditions, and the district is suing, alongside other government agencies, to block that plan.

Why it matters for your portfolio
The district has more than 440,000 customer accounts and, in 2025, identified several flagship casinos and resorts - among them Caesars Palace and Mandalay Bay - as part of its 10 largest ratepayers. For muni bond watchers, this sale pairs a high-grade AA+ rating with a clear policy overhang tied to possible cuts of up to 70% to Nevada's Colorado River allocation. The projects aim to expand and diversify delivery and supply, which is the core cash flow story you are underwriting.
