Earlier this year, the White House announced plans to attract Wall Street dealmakers with $400,000 jobs. OPM noted that the new program will be part of its existing Tech Force initiative; the Tech Force website describes its goal as "an elite corps of engineers to build the next generation of government technology." The positions are primarily entry-level, reflecting a push to recruit younger staff.

The low proportion of young workers in government highlights a long-standing challenge: federal agencies often struggle to compete with private-sector salaries and culture, especially in fast-moving tech fields. By stationing engineers directly within military units, the Pentagon hopes to accelerate the adoption of AI and automation in real-world operations, closing the gap between Silicon Valley's rapid innovation and the government's slower procurement cycles.
